Passport application for Ivorians living outside Cote d'Ivoire

Since 2006, Côte d'Ivoire has been implementing the new biometric passport. The introduction of this passport addresses three major concerns:

- provide Ivorian citizens with secure documents

- adapt travel documents to international standards

- have good control over migration flows (the origin, destination and residence of all persons crossing Ivorian borders).

The remplacement of the current ordinary passport by the nez biometric smart passport is being implemented on the basis of both domestic and international requirements. At the domestic level, the current method of production of the ordinary Ivorian passport is manual because it is based on the affixing of photos and the writing of personalised information by hand.

As a result delivery times to users increase during periods of high demands and are exposed to falsification, due to the lack of reliable safety standards. At the international level, the modernisation of the ordinary Ivorian passport is also an obligation for the Ivorian authorities, which is the result of decisions taken by the 23rd session of the Conference of Heads of State and Government of the West African Community (ECOWAS) and by the International Civil Aviation Organization (ICAO) in 2002 and 2003 following the terrorist attacks of September 11, 2001 against the United States of America.

In addidtion, there are increasingly urgent requirements of Western States in general and the United States in particular to allow acces to their territories only to individual holding a biometric or electronic passport.
